How often does an iPhone freeze after jailbreaking?

I am currently a cingular user, and I just want to use surf the web when I have wi-fi, since my school has wifi covered everywhere. I do not want to get a touch because I have enough things in my pocket already. Also, I am part of a family plan so I do not think I can be the added line and still have the data package. So does anyone know how to unlock the iphone so I can not use the data plan?
